The European Space Agency (ESA) and the GNSS Supervisory Authority (GSA) signed a cooperation agreement related to the European Geostationary Navigation Overlay Service (EGNOS) and Galileo programs.
Giuseppe Viriglio, director of Telecommunication and Navigation Programmes at ESA, and Pedro Pedreira, GSA executive director, signed the agreement.
The purpose of the cooperation agreement is to ensure the continuity of the cooperation between ESA and the European Union (EU) regarding the implementation of global navigation satellite system (GNSS) programs, according to ESA.
The Galileo Joint Undertaking (GJU) was previously tasked with facilitating cooperation between ESA and the EU. GJU was a temporary organization created and financed on an equal basis by ESA and the EU.
The GJU mission ended in December 2006, at which time the responsibility for the activities related to satellite navigation programs was assigned to the GSA, prompting the need for a new legal tool for cooperation between ESA and the GSA.
This agreement is based on the complementary role of both organizations to serve the satellite navigation programs in line with the principles of the European Space Policy.
In terms of the reciprocity of the agreement, ESA will have status of observer in the administrative board of the GSA and the GSA will have status of observer in the ESA programme board for satellite navigation.
