GAO Recommends Reassessing Investment in NTCSS Program

The U.S. Navy has not managed its Naval Tactical Command Support System (NTCSS) program in accordance with the department's policies and guidance, according to a study by the U.S. Government Accountability Office (GAO).
Specifically, the Navy:
- Has not estimated future costs and benefits and has not ensured that independent reviews of its economic justification were performed to determine its reliability.
- Has not invested in NTCSS within the context of a well-defined DOD or Navy enterprise architecture, which is necessary to guide and constrain the program in a way that promotes interoperability and reduces redundancy.
- Has not performed key measurement, reporting, budgeting and oversight activities.
- Has not adequately conducted requirements management and testing activities.
The GAO recommends strengthening management of the program conditional upon a decision to proceed with further investment in the program.
