Scope:
The aims of this agreement are to:
a. Establish the use of a common source of wave and wind data for NATO
Operational Areas and their application for the purposes of assessing
the operability, interoperability, and habitability characteristics of
participating nation ships and ship designs.
b. Provide a recommended standard for observations of sea conditions by
participating nations, to be followed during ship trials or operational
evaluations wherein the recording of seakeeping data is of primary
importance.
c. Provide a NATO Sea State Numeral Table to categorize sea conditions
for the open ocean North Atlantic for reference purposes by
participating nations.
