Scope:
This instruction applies to all echelons of command and all
equipment (weapon systems, subsystems, components, etc.) under the program
management control of NAVAIR. It applies to both new and previously fielded
(legacy) equipment operated by the U.S. Navy, the U.S. Marine Corps, and
Foreign Military Sales (FMS) customers.
To set forth objectives, establish policies, and describe
processes and responsibilities for the evaluation and implementation of
performance based logistics (PBL) candidates for all systems under Naval Air
Systems Command (NAVAIR) Program Manager Air (PMA) direction and control.
