Scope:

a. This instruction applies to all Navy regions, activities, commands, and installations worldwide which operate BH.

b. This instruction does not apply to student quarters (those designated for Recruits, Navy Military Training Units (NMTU), Officer Candidate Schools and Officer Indoctrination Schools), Transient Personnel Units (TPU's), Distinguished Visitor Quarters (DVQ), or Flag Officer Quarters.

Purpose. To assign authority and responsibilities within the Navy for administration of the Admiral Elmo R. Zumwalt Award for Excellence in Bachelor Housing (BH) Management.
