Scope:
Applicability.
This regulation applies to the Active Army, the Army National
Guard/Army National Guard of the United States, and the U.S. Army
Reserve, unless otherwise stated.
Purpose.
This regulation establishes Department of the Army (DA) policy
and prescribes responsibilities and procedures for the planning,
integration, programming, budgeting and execution of Army security
cooperation activities. This regulation also authorizes the
publication of an Army Security Cooperation Plan (ASCP) which, in
conjunction with the annual assessment of Army security cooperation
activities, ensures that the Army's security cooperation efforts
are integrated and support guidance from higher authorities.
