Scope:
Purpose. To set forth policies, regulations, and procedures
for establishment, operation, and administration of Navy Civilian Morale,
Welfare and Recreation (CMWR) activities. This instruction is a complete
revision and should be reviewed in its entirety.
Policy and Scope. Chief of Naval Personnel (CHNAVPERS) is
assigned responsibilities and further delegates to Navy Personnel Command
(NAVPERSCOM) (PERS-65) for Navy CMWR activities by Assistant Secretary of the
Navy (Manpower and Reserve Affairs) (ASN (M&RA)). The provisions of this
instruction apply to administration and operation of all Navy CMWR activities.
